Since Israel's establishment, authorities have confiscated assets of Palestinian refugees using various regulations. Today, about 93% of the country is under Israel Lands Authority. To close social gaps and meet yearly demands, it’s necessary to marketing 12,000 housing units per year for the Arab population. In 2013 only 3,500 units were sold, a number smaller than housing units sold to Jews in the settlements. According to the Economic Development Authority, the area of Arab communities in Israel is about 2.5% of the country's total area. This percentage has not changed since ‘48. Despite government promises to improve employment in the Arab sector following Israel's joining the OECD, Israel published forty-four tenders for the construction of industrial areas in Jewish communities in 2013, compared with zero tenders in Arab communities. Data indicate that land distribution policy is still an effective tool for expanding Jewish control over expropriated Arab lands, and is an essential tool for deepening economic disparities between Arabs and Jews.
